Brings the super economic-optimizer brain onto master from the canonical line, per the v0.5.0 checklist on #26.

File: ai/super.lisp (1,448 lines), the canonical head's brain (657002a).
Measured: 100g 512/1300 (39.4%), field leader on the 13-preset bench (adapt 231, mill 216, empire 142, vault 140 at that measurement).
Nothing else from canonical comes over: this is the brain file only.

Base: master. After this merges, the shipped rosters can include super via --ai ai/super.lisp.
