Robert's idea from the wizard walkthrough. Add an optional central bank mode: an authority that sets a policy rate (or moves the deposit/loan caps) each turn to crush or support rates, visible to all banks. Likely a config flag plus a policy Lisp hook mirroring the bank hooks. Backlog until the core loop and brains are settled.
