defvar is used heavily, but there's no per-seat state abstraction, reset, hot reload, or migration. Add:

define-state with initial values, docs, and reset semantics
per-bank / per-seat state namespaces
config schema: types, ranges, defaults, validation, IDE completion
config entries that document themselves

Right now (config 'loan-rate-cap) works, but authors must guess units and bounds. Acceptance: define-state exists with reset semantics, and the config schema carries types/ranges/defaults that the docs can render.
