Issue #39: main-AI overhaul. Iteration 1 measured: empire rebuilt from 2 to 822 round-robin wins; loan-bond-spec gap not yet closed. Iteration 2 in flight: amortized risk pricing (0.5/dice) and budgeted per-loan bids for all four mains. Bench numbers per iteration are posted on #39.
