What: in the loan sheet, typing all 2.5 now bids 2.5% on every open loan at once. The sheet stays live, so particular offers can still be edited (3 1.4) or removed (d 3) before Enter submits.

Behavior:

all r sets rate r% on all open loans (sorted by loan id), echoing set 2.5000% on all 10 loans — edit individual loans or press Enter to submit.
Per-loan edits after an all override that row only; undo/remove still work.
Rate clamped to the cap like per-loan bids; non-finite input rejected with the format hint.
Interactive path only — headless output unchanged.

Verified: build/test/vet green; scripted smoke: all 2.5 filled all 10 rows at 2.5000%, then 1 1.2 overrode loan 1 to 1.2000%, commitment and effective-rate math updated; headless spectate regression clean (0 bid-all lines, 0 ai errors, 0 divergences).
